Gerald (Jerry) Fralick was named Chief Information Officer by Governor Bev Perdue in September 2009.

Jerry retired from the U.S. Department of Justice (DOJ) as Chief Information Officer for the Office of Justice Programs. During his 13 years of service at the Justice Department, Jerry held senior executive IT management positions in the Antitrust Division, the FBI and the Justice Management Division.

While at DOJ, Jerry served as the first Chairperson for Office of Management and Budget’s Grants Executive Board, which oversaw all grant making activities for the 26 federal grant-making agencies.

Jerry also was instrumental in developing the Antitrust Caseload and Evaluation System (ACES) for the Antitrust Division, was in charge of payroll and administrative systems for the FBI and was awarded the Attorney General’s Special Commendation Award for his work on the Interpol Case Tracking System at the Justice Management Division. He also played a key management role in creating the DOJ-wide ITSS Services Contract, a contract procurement vehicle still in use today.

Jerry also served at the Department of Health and Human Services (HHS) as Director of the Office of Information Services and Deputy CIO at the Administration for Children and Families (ACF). His work at HHS focused on the administration of grants management systems, preparing him for his work of managing Office of Justice Programs’ grants system.

First as a consultant and then as a federal employee, Jerry led the effort at HHS to consolidate 36 independent grants systems at ACF into a single application. The resulting GATES system became the primary grants system within HHS for processing all non-research grants. In 2005, the GATES team that Jerry led won the distinguished President’s Management Award from the Office of Personnel and Management and the Office of Management and Budget. The GATES system today is one of three federal grant systems approved by OMB and is the largest grant system in the federal government.

During his tenure at HHS, Jerry also served as the agency’s Grant Systems Coordinator and as its representative to OMB’s Grants Management Line of Business. He was one of 15 of the 63,000 HHS employees to receive the Department’s Distinguished Service Award in 2004.

Jerry earned a Master’s Degree from American University, with a double major in computer science and in Information Technology management. Jerry also holds a B.S. Degree in Economics from LeMoyne College.

Jerry is a Vietnam veteran who served in the U.S. Army Artillery. He owned a private IT consulting business that provided marketing support services to IT companies during his brief retirement from the federal government.
